Hon Tseen Outlines Development Plan for Kwande

Rt Hon. Bem Tseen, The Executive Chairman of Kwande Local Government has outlined his development frame work for Kwande in the 2013 Budget estimates he presented to the Kwande Legislative on 21st December, 2012. The budget he has tagged as “Budget of Rural Transformation”.

          In his budget speech that Kwande Source News has obtained, Hon. Tseen noted that, the executive council has proposed the sum of N2, 215,209,960 for Recurrent Expenditure with the following break downs:

Personnel cost               -        N1, 090,796,130

Over head cost              -        N254, 100,000

Stabilization fund         -        N2, 015,660

Statutory deductions (Teachers’ Salaries – N868, 298,170)

          The two time chairman has set aside the sum of N605, 000, 000 for execution of Capital Projects. In the speech, Hon Tseen is quoted to have said that the council intends to complete relevant ongoing projects and embark on many others which, to him, “will ensure the improvement of standards of living of our dear people.”

          He revealed that details of sectoral allocation will be as follows;

Economic sector                     -        N331, 000, 000

Social service sector                -        N75, 000, 000

Area development sector        -        N84, 000, 000

And Administrative sector     -        N165, 000, 000

To achieve the above sum, he disclosed that total targeted receipts would be raised from the following sources: -

Internally Generated Revenue        -        N20, 156, 600

Statutory Allocation                        -        N2, 311, 545, 360

Allocation from State                        -       N8, 508,000

 Value Added Tax                           -        N280, 000, 000

Excess crude oil fund                       -        N160, 000, 000

So for the Current Fiscal Year, Hon. Bem Tseen has a total proposal of N2, 780, 209, 960.

A detailed departmental breakdown of the budget, indicates that under Agric and Natural Development, the council is targeting the Establishment of Orchard/Nursery Farm at Ibinda Injorov at the cost of N5, 000, 000;  purchase of farm Inputs/Fertilizers N5,000, 000, and establishment of a Demo Farm – N2, 000, 000

          Under livestock sub-sector are the construction/maintenance of 8 Slaughter Houses/Abattoirs costing N5, 000, 000, extension of poultry farm – N2, 000, 000 and goat ranch meat shop construction  at N 2, 000, 000;   also be the establishment of a fish farm N3, 000, 000.

          Under Electrification of rural areas, Hon. Bem Tseen plans to purchase and replace transformers at N5, 000, 000,  step down electricity in the Local Government Secretariat, Usar environ and so many  other places costing N10,000,000. He wish to embark on the distribution of  electricity in Jato-Aka, Ikyogen, Achia, Ajio, Nyihemba and Imande Tomatar communities at the cost of N25,000,000.

 

For commerce and Co-operative, Council has budgeted N5,000,000 for the construction of 9 motor parks; the construction/improvement of 6 market offices across the local government will be at the tune of N 5,000,000.

 

Under Transport(Road and Bridges) he plans the construction of Bridges across Amile at Ichol, Tum,Teter War and Mbawegh,Bata Mbakem Adzever, Avungu and Berachan, Angbor, Mjir, Mswange and Urwa, Ijov –Nor, Kongo, Mkua, Mkura, Dura, Anshase Bridge at Amile Kiriki at the total of N100,000,000. Construction of culverts at Baar,Gube,Tse-Agoh, Wuanen,Afeese,Azoor,Uchua and Swande,Kyua-Saa, Abee GRA, Agunuior-Nambe,Uluha and Mngudu.

 

 There shall also be the Opening/Rehabilitation of rural roads at Nyihemba-Anwase – Asase Road, Anyiase – Join water, Jato-Aka-Ichol Roa and  Manyan-Ayaga Boagundu Road.

The council shall purchase vehicles at N10, 000,00 and construct a mechanical workshop/supply work shop equipment at N3, 000, 000.

          Under education, council shall construct class room blocks at Aayongo, Kura, Ijever, Injorov community and other places at N 3, 000, 000, and construction of women centre at N5, 000, 000.

          The budget proposal for the department of Health is as follows; Extension/Construction of maternity wards – N10,000,000, construction improvement of   Dispensaries/Clinic at Gbe, Achia, Jato-Aka and Koti-Shangev-Ya, Inyudugh, Imande Ikyoawen, Tomataan-Mbaav and tomatar, Manyan at N30, 000, 000. The construction of 49 latrines across the Local Government at the fine of N5,000,000 and purchase of materials for community development projects will cost N30, 000, 000.

 

Water Resources and Water Supply shall take N31, 000, 000. The projects outlined here are drilling of boreholes at Adikpo Abattoir, Tse-Gbechi Inudugh, Anchaha, Tica-Mbapev, Agura and Bumior Iniogov-Nyagba, Repair/maintenance of Adikpo water works at N10, 000,000.

          Under Housing, a total of  N45, 000, 000 shall be spent for the following projects; the construction of various bedrooms at Adikpo – N10, 000, 000, construction of council Chairman’s Quarter N20, 000, 000, and completion of fencing 1 local guest house at Adikpo at N10,000,000  purchase of survey equipment/mapping settlement areas at N3, 000, 000.

          Under general Administration, a total sum of N120, 000, 000 has been proposed for the purchase of generating plant – N2, 000, 000, purchase of electric equipment N 2, 000, 000.

 the construction of council Halls at
Adikpo, Ichol, Avande Azaibo, Boagundu, Anwase and Nyihemba at N20, 000,000, completion/fencing land scapping of L.G Secretariat, 20,000,000 construction of Palace for Ter Kwande- N10,000,000, supply of office furniture/renovation of office block N50,000,000 and  construction of police station at Anwase, Achia and Anyiese at N10,000,000.

 

KSN investigation showed that the Legislative Council on reception of the budget by the Leader of the House Hon Utume Moses Ioryue(PDP, Menev Ward) forwarded it to the Finance and Appropriation Standing Committee  for a speedily work. The Chairman of the Committee, Hon Vihimga Adanyi( PDP, Adikpo Township) and his committee worked on the budget. Our reporters gathered that Hon Edmund Tartsea Anshase( PDP Mbagba/Kyan ) and Hon. Isaiah Hindan(Liev 2, PDP) made inputs the Adanyi Committee effected the following changes;

LIEV II COUNCIL WARD

All projects in Leiv II were centralized at Ikyogen town, the committee observed that there is every need for geographical spread to be observed viz; Head 4016 sewages & drainages.

          Construction of sewage/ drainages from Adikpo, J/Aka and Ikyogen be amended from N 10,000,000 to N 6,000,000 while construction of culverts Head 4008 be amended from N 100,000,000 to N104, 000,000 to include four culverts at Afowar, Uhaazenga, Ukua Kajo and Dogo on the Kaanem Branch Ugee Mbalav Market road, as this would boost revenue at the branch market of Ugee Mbalav which until now is the next market to Ikyogen. Branch Ugeembalave is a boarder market along Cross River- Benue and the opening of the road is revenue regenerative so should be given a priority compare to drainages which may be considered later.

Also Head 4009 under Education. The committees deem it necessary that youth & sports development given attention and should not be left out and suggested that, the sum of N 5,000,000 be deducted from education and appropriated for youth and sports under Head 4013.

This will enable the council sponsor contingents for primary school games to state and encourage talents hunt in primary school games.

 

AGBAIKYAN COUNCIL WARD:

          The committee further observed that, there is every need for the construction of Health clinic at Dio Mbalumun in Agbaikyan  ward.

          Also, the construction of culvert on Mvaan, Ukpa streams on Mbaiwen axis of Adikpo ring road, on Ukuu stream and War II stream Koti-Apera Ihonam Mbainenge kindred should also be not left out as this would ease transportation from Agbaikyan Council Ward.

          Finally the Agbaikyan Council Hall needs renovation that would befit the status of our traditional rulers and should be given the deserved attention.

 

It must although be noted that The Adanyi Committee’s inputs as he presented back to the plenary for adoption, didn’t affect the financial basics of the budget as initially presented by Hon Tseen.

 

 

 Hon Edmund Tartsea Anshase moved that the motion be made into a bill and he was supported by Hon. Tyokase Augustine Aondover (PDP, Kumakwagh).

 

Meanwhile, the PDP Chairman Kwande Chapter, Hon Terkula Adzua Ikyur has told KSN that the implementation of the budget of rural transformation is on course. In an exclusive chat with KSN, he revealed that council has commenced construction of culverts around Adikpo town, The Amile bridge at Ichol, District Council Hall at Adikpo and many others in the villages. When our reporters visited the site of the Council Hall at Adikpo located at Mbaamandeev Clinic off Adikpo Koti Yough Road early this month, they reportedly saw work in progress.

It must although be noted that The Adanyi Committee’s inputs as he presented back to the plenary for adoption, didn’t affect the financial basics of the budget as initially presented by Hon Tseen.

 

 

 Hon Edmund Tartsea Anshase moved that the motion be made into a bill and he was supported by Hon. Tyokase Augustine Aondover (PDP, Kumakwagh).

 

Meanwhile, the PDP Chairman Kwande Chapter, Hon Terkula Adzua Ikyur has told KSN that the implementation of the budget of rural transformation is on course. In an exclusive chat with KSN, he revealed that council has commenced construction of culverts around Adikpo town, The Amile bridge at Ichol, District Council Hall at Adikpo and many others in the villages. When our reporters visited the site of the Council Hall at Adikpo located at Mbaamandeev Clinic off Adikpo Koti Yough Road early this month, they reportedly saw work in progress.

We Must Rise To our Threats- Engr. Akaakar


Engr, Bem Akaakar, the president General of Mdzough U Tiv (MUT) South-South, has called on Tiv people at home and diaspora to unite against what he called, “fundamental issues that are threatening our existence as a people”.Engr Akaakar gave this charge on 28th August , 2012, at Safari Hotel, Rumuokoro, Port Harcourt, Rivers State, during the civic reception organised by MUT ss in honour of deserving Tiv sons in the south.
Those honoured were Engr. Dondo Ahire- MD/CEO Lone Star Drilling Co Ltd, Port Harcourt, Brig. General Emmanuel T Nienger- Commandant, Army School of Logistics Benin, Edo State, Air Commodore Jacob A Gbawuam- Commander 337 Base Service Group Enugu, Mr Christopher Dega; then the commissioner of Police Imo state, he has been promoted to Assistant Inspector General of Police and moved to Kano as Commandant Police College, this happened shortly after the honour, and  Prof David Ker- Vice Chancellor, Veritus (catholic) University of Nigeria, Obehie, Abia State.
Offering his welcome address, Engr. Akaakar revealed that, 'we are being marginalized in a way and manner that we have never before experience in our lives purportedly by a government that is supposed to be close our leaders.'
He said Tiv people have become subjects of constant massacre and that Tiv people had disappeared from federal appointments.
”When are we going to realized that the train of development has left us behind? When are we going to realized there is so much hunger in tar Tiv ? when are we going to realized the unemployment among youth is palpable”, he queried.
He  called on Tiv people to put politics aside and work for the advancement of tar Tiv. The event was well attended by many Tiv people all over the world and friends from Benue State of Nigeria.

An Elegy For Bem Usorko


Bem Usorko, one of the most celebrated madmen around Adikpo, who was the toast of politicians, is dead. He was buried 7 August,2012 some where in Shangev-ya, Kwande Local Government.

Usorko appeared around Adikpo in the early 90s with a baggage, the stuff that every madman carries...Usorko also carried in addition, what the folks now call “swagger". His swagger was peculiar.

Obviously, Usorko might be mad but he was able to develop a successful brand that earned him a status; and fame...

Since he came on the stage, there is no sitting governor of the state who had visited Adikpo and Bem, using tact or posing as some chairman, that he would not have access to.

It was fun listening to Bem bragged about his riches and positions, he also talked about highly placed friends!

Bem might be wrong on possession of riches, but he had friends. In the 90s, some Adikpo influential people would use him to either insult their opponents, or drugged ladies who were claiming extra ordinary class, and then bring him to sleep with them. In those days, they would buy new clothes for him and take him around town...

He had an accident somewhat in 2000, became disabled, took to excess alcohol there after, became dirty, deserted by all friends and died like the madman, he was!
Usorko, your simple story, a lifestyle lived almost around Adikpo, for some of us who observed it, was eventful, rest in peace, zegeor, as you wish to be regarded

Tse-Ikpato brukutu shop


Perhaps the most popular child ever of  Ikpato Adikpo Ademagba Ayisa was Nanevwua. As a police officer and later, the ADC to the first civilian governor of Benue State, Mr Aper Aku,  Nanev, who was christened John( actually, better known as  John Adikpo), was very popular. Although he might have had fame and wealth, but John Adikpo was not the first child of Ikpato. So many others  were older than him.

Ikpato Adikpo was selected by the Nanev elders and presented to the British colonial authorities for appointment as Tor of Nanev by the then highly respected Nanev elder, Adagi Kwaghgba of Mbakyan on 17th August 1928. Before Ikpato, the following people have been Nanev  chiefs. Adikpo Ademagba(1914 -1920), Awen(1920-1921) Jia (1921-1925), Nev (1925-28).

Colonial sources suggest that, though he was  young, Ikpato was tactful with the elders, unusually intelligent and carried out his work exceptionally well. As a chief, he married so many wives and had many children. Ayatse, Ioryue, Tarzoho, Tyohemba, Azenda, Anongo and of course Nanev ,were some of his children.

 Today,  there is at  Tse Ikpato, a large expanse of land where all the children of Ikpato are residing,   a Burukutu drinking shop. Every morning, wheel barrow pushers, Okada men, civil servants, drivers, students, pensioners, farmers, police men etc all gather to drink Burukutu. A calabash goes for as low as N20.

Adzenda, one of the children of Ikpato,   married two wives, Yandohor and Mbavihim. It was Yandohor who started the Burukutu shop. Although she is dead, her Burukutu shop lives on. Today, Happiness and Member are the  two women who take turn at the Burukutu shop.

Groundnuts lead at Adikpo market


For several markets now since the harvesting season began late July, groundnuts have taken over at the lead commodity at Adikpo market.

KSN  investigation reveals that the product has atttracted buyers from all over the country. Abeg of padded groundnut since the season began has  been fluctuactin between 3500-5000.

            The ppealed groundnut have been also going for between 10,00-13,000. Information by Beranda association indicates that other products following groundnuts are Rice, Guinea corn and Locust beans.

            Padded rice has been fluctuating  between 4000-6000. Guinea corn, 8000-1000 and locust bean 10,000-13,000.
